Lismore knows better than most towns that the storage worth having is the storage you can move. If the box may need to go to higher ground in a hurry, do not bury it behind a fence the machine cannot reach. Say that when you describe the pad.
Lismore questions about flood ground
Will a container survive a flood if we strap it down?
Straps are not a flood strategy. Water that rises around a box will wet what is inside and can shift the box anyway. Put it on ground that stays dry, or where you can move it beforehand. A watertight roof only stops rain from above.
